Because some latest CS versions have a lot of complexity and they demand huge system requirements. So to cut the long story short, Adobe Photoshop 7 is old but gold.
One can do all the stuff, editing, image enhancements and all other stuff easily in Photoshop 7. I personally visited one photographer who was using Photoshop 7, When I asked him why he don’t prefer latest CS version then his reply was that he is comfortable with photoshop 7.0 version. That’s why people still download Adobe Photoshop 7 and install that for use. Reason being is that it was easier to use, simple and performance wise much faster than currently available CS versions.
There are a lot of people who are still comfortable with Adobe Photoshop 7.
